How much of someone else's work can I use without getting permission?

Under the fair use doctrine of the U.S. copyright statute, it is permissible to use limited portions of a work including quotes, for purposes such as commentary, criticism, news reporting, and scholarly reports. There are no legal rules permitting the use of specific number of words counts, a certain number of musical notes, or percentages of a work. Whether a particular use qualifies as fair use depends on all the circumstances. See Circular 21 and FL 102.

Nuestra etica se basa en una tertulia o reunión, informal y periódica, de gente interesada en un tema particular o en una rama concreta del saber, para debatir, informarse o compartir ideas y opiniones. Por lo general la reunión tiene lugar en una cafetería o en este caso un foro virtual , y suelen participar en ellas personas del ámbito intelectual.

Los habituales a la tertulia son los denominados tertulianos o contertulios. Una tertulia de buen nivel suele ser un instrumento educativo de primer orden y lo primero que se aprende en ellas es tolerancia y sentido crítico. Y lo segundo que se aprende es no prohibirle a nadie lo que no queremos que nos prohiban.

Por otra parte, una tertulia permite a los interesados por un tema amistar y estrechar relaciones con los de su gremio y enriquecer su cultura, y a los neófitos aprender de los más experimentados y conocer informalmente a las personas de su esfera.

La tertulia, que algunos quieren hacer derivar del fogoso y polemizador teólogo cristianorromano Tertuliano, tendría sus orígenes en las llamadas academias literarias del Siglo de Oro.
